You can add the user groups at the Uninstall part. In Intune portal, please navigate to Client apps - Apps, choose and edit the particular app, and choose Properties - Assignments. If someone would want to remove those files I highly recommend to create a backup. Just as Nick said, depending on the type of apps, you can set the assignment type to Uninstall. This is probably a very bodge way to do this, but it worked for me.
